California requires a statewide locksmith license to operate as a locksmith for hire. The trade is regulated by the California Bureau of Security and Investigative Services (BSIS). As of 2024 the program operates with these parameters:
- Application fee & ongoing cost: ~$120 application + $99 fingerprinting (Live Scan)
- Exam: BSIS-administered written exam
- Background: Live Scan fingerprint + DOJ/FBI background check
- Renewal period: Every 2 years
California requires both a company license AND individual locksmith licenses for each employee performing locksmith work.

- Confirm you meet the basic eligibility (typically 18 or 21 years old, clean criminal record, U.S. resident or work-authorized).
- Schedule and complete the required background check.
